Plagiarism and Manuscript Screening Policy

Jurnal Litbang Polri is committed to upholding originality and integrity in every scholarly work it publishes. As part of the editorial process, we enforce a strict anti-plagiarism policy and conduct manuscript screening using plagiarism detection software before proceeding to the peer review stage.

Definition of Plagiarism

Plagiarism is the act of presenting another person's work, data, ideas, or words as one's own without proper attribution. Forms of plagiarism include:

  • Direct copying of text without quotation or citation
  • Paraphrasing without acknowledging the source
  • Presenting another person’s research data or findings without permission or credit
  • Excessive self-plagiarism (reusing one’s own previously published material without disclosure)

Plagiarism Detection Tools

All submitted manuscripts will be screened using plagiarism detection software such as:

  • Turnitin
  • iThenticate
  • Or other equivalent tools deemed appropriate

The maximum acceptable similarity index is 20%, with the understanding that substantial similarity, especially in key sections (e.g., results or discussion), is not permitted even if the overall percentage falls below the threshold.

Actions on Detected Plagiarism

If plagiarism is detected, the following actions may be taken:

  • Minor plagiarism (under 20%, non-substantive): The author will be asked to revise the manuscript and provide proper attribution.
  • Moderate to major plagiarism (over 20%, or found in critical sections):
    • Immediate rejection of the manuscript
    • Official notification to the author’s affiliated institution
    • Blacklisting the author from submitting to the journal for a defined period

Author’s Preventive Responsibilities

Authors are expected to:

  • Ensure the manuscript is original and has not been published elsewhere
  • Provide accurate citations and a complete reference list for all sources used
  • Avoid duplicate publication or redundant submission of similar content

Commitment to Publication Ethics

This policy is implemented to maintain the quality and credibility of Jurnal Litbang Polri as a scientific platform supporting the development of knowledge, public policy, and the Indonesian National Police institution. We adhere to the ethical guidelines of the Committee on Publication Ethics (COPE) in addressing misconduct, including plagiarism.
