Abstract

Sebagai negara yang berdaulat, pemerintah memiliki tiga fungsi utama yang dijalankan, yaitu fungsi pelayan masyarakat (public service function), fungsi pembangunan (development function) dan fungsi perlindungan (protection function). Terkait dengan tiga fungsi tersebut, hal utama yang dilakukan oleh pemerintah adalah berupaya agar dapat mengelola fungsi-fungsi tersebut supaya menghasilkan pelayanan yang ekonomis, efektif, efisien dan akuntabel kepada seluruh masyarakat yang membutuhkannya, tanpa ada diskriminasi.
