To ensure a conducive security environment, Polri requires skilled and professional personnel. Therefore, Polri conducts recruitment based on the principles of Clean, Transparent, Accountable, and Humanistic (BETAH) to acquire high-quality human resources aligned with organizational needs and the expectations of society, the nation, and the state. This study aims to evaluate the quality of the website and equipment used in Polri's recruitment process to support the development of qualified human resources. The research applies a mixed-method approach, combining quantitative and qualitative data collected through questionnaires, in-depth interviews, and observations. Data were gathered from 4,108 respondents across 11 sampled regional police departments (Polda). The website evaluation used the Webqual 4.0 method, encompassing dimensions of usability, information quality, and interaction quality (service). For recruitment equipment, calibration records and recalibration status were reviewed to ensure accuracy and functionality. The findings show that the website www.penerimaan.polri.go.id is of excellent quality, with an average score of 2.93 out of 3.00, though technical challenges such as access issues during peak hours, upload size limitations, and manual verification processes remain. Additionally, Rikkes equipment, physical tests, and the Computer-Assisted Test (CAT) were rated accurate with an average score of 2.98, despite some tools still being manual and facing issues with facilities, internet and electricity. To enhance efficiency and transparency, standardizing equipment, advancing technology, and professionalizing the selection process are essential.
Harvin Raslin Annisaa Yusuf Taufik Iqbal Ramdhani Copyright (c) 2025 Harvin Raslin, Annisaa Yusuf, Taufik Iqbal Ramdhani https://creativecommons.org/licenses/by-nc-sa/4.0 2025-08-31 2025-08-31 28 2 110 137 10.46976/litbangpolri.v28i2.301 Tinjauan Yuridis Terhadap Tindak Pidana Siber https://jlp.puslitbang.polri.go.id/jlp/index.php/LitbangPOLRI/article/view/307
As the front line in combating cybercrime, the Indonesian National Police (Polri) often encounters challenges related to prevailing laws and regulations. For instance, cyber investigators at the regional police level (Polda/Polres) are required to obtain permission from central banking institutions located in Jakarta to trace the bank accounts of individuals suspected of committing cybercrimes. This situation leads to a legal gap, where what is mandated by law or regulation does not always align with conditions in the field. It highlights that the enforcement of cybercrime laws by Polri faces various challenges in institutional, technical, and regulatory aspects. This study aims to map the dynamics of cybercrime handling at the Polda and Polres levels and to identify legal gaps and operational obstacles that hinder effective investigations. Using a mixed-method approach, data were collected through questionnaires, focus group discussions, and document studies conducted across 11 regional police departments (Polda). The findings reveal disparities in investigative capabilities across regions, limited availability of digital forensic tools, and regulatory barriers related to accessing information from banking institutions and digital platforms. There is an urgent need for internal reform within Polri, including capacity-building for human resources, provision of adequate infrastructure, and strengthening cross-sectoral cooperation. On the regulatory side, revisions to the Electronic Information and Transactions Law and Banking Law are recommended, along with the formulation of specific regulations requiring digital service providers to support investigative processes. This research emphasizes the importance of progressive and adaptive approaches in addressing the increasingly complex nature of cybercrime.
Dhanny Irawan Copyright (c) 2025 Dhanny Irawan https://creativecommons.org/licenses/by-nc-sa/4.0 2025-08-31 2025-08-31 28 2 138 152 10.46976/litbangpolri.v28i2.307 ANALYSIS OF QUALIFICATIONS AND POSITIONS IN THE POLICE ACADEMY: DOES EDUCATION AFFECT CAREER? https://jlp.puslitbang.polri.go.id/jlp/index.php/LitbangPOLRI/article/view/298
Abstract In law enforcement institutions specially on Police Academy, education and rank are often considered primary factors in determining an individual's career trajectory. However, the extent to which these factors truly influence job placement remains a subject of debate. This study aims to analyze the relationship between educational background and the positions held by Police Academy personnel. The primary motivation of this research is to provide a data-driven approach that can assist in career development planning within the police force. We employ Machine Learning methods, the Random Forest Classifier, to predict job categories based on education and rank. The datasets used in this study includes information on job positions, the most recent police education, the highest general education, rank, and whether the position is structural or functional. The evaluation parameter utilized in this research is the model's accuracy in job classification. The results indicate that education and rank play a significant role in determining a police officer’s career progression. However, the model encounters difficulties in predicting functional job categories, likely due to an imbalanced data distribution.
Jarot Muchtar Muhammad Imam Farid Copyright (c) 2025 Jarot Muchtar, Muhammad Imam Farid https://creativecommons.org/licenses/by-nc-sa/4.0 2025-08-31 2025-08-31 28 2 153 163 10.46976/litbangpolri.v28i2.298 Pengaruh Tingkat Pendidikan dan Disiplin Kerja Terhadap Kinerja Personel Puslitbang Polri https://jlp.puslitbang.polri.go.id/jlp/index.php/LitbangPOLRI/article/view/309
The Indonesian National Police Research and Development Center identified issues such as a lack of educational information, a tendency toward declining personnel discipline, and suboptimal personnel performance. Therefore, this study aims to determine the influence of educational level and work discipline on personnel performance. This study is quantitative in nature, using a quota sampling technique to select 64 personnel consisting of non-commissioned officers and first officers (Pama) in the Indonesian National Police, grades II A – III C for civil servants in the Indonesian National Police, by collecting data through observation, questionnaires, and interviews as a supplement to enhance research understanding. The results of validity and reliability tests indicate that all research statements are valid and reliable. Classical assumption tests have been met, including normality tests, multicollinearity tests, and heteroskedasticity tests. Multiple linear regression analysis reveals that the variables of educational level and work discipline have a positive and significant influence on personnel performance. Partial hypothesis testing (t-test) shows that educational level and work discipline have significant values from the variables Educational Level X1 and Work Discipline X2 on Performance Y. Similarly, simultaneously (F-test), educational level and work discipline variables together have a significant influence on the performance of Puslitbang Polri personel.
Sifa Agni Andini Copyright (c) 2025 Sifa Agni Andini https://creativecommons.org/licenses/by-nc-sa/4.0 2025-08-31 2025-08-31 28 2 164 171 10.46976/litbangpolri.v28i2.309
