Abstract

This research focuses on the collaboration between Makassar Police Sector as a state actor and Jamaah Tabligh as a non-state actor in tackling crime in Kerung-Kerung area, Makassar City. We aim to answer how the strategic role of the Police and Jamaah Tabligh in reducing crime in Makassar. We describe this research qualitatively by using collaborative governance theory. The research shows that the collaboration between Makassar Police Sector and Jamaah Tabligh in tackling crime in Kerung-Kerung area is active and sustainable. The collaboration is reflected through joint activities such as security counselling through Safari Subuh and Safari Jum’at, as well as coaching programmes for prisoners in detention centres and correctional institutions. This interaction is not only functional in strengthening security capacity, but also strengthens the socio-religious dimension in the community. This collaboration has also had a significant impact on improving security governance in the Kerung-Kerung region. Although crime data shows a fluctuating pattern from year to year, the increase in community participation in religious activities and the sustainability of coaching programmes for former criminals indicate the creation of more stable and constructive social change.
