UPAYA DITPOLAIRUD POLDA RIAU DALAM PENCEGAHAN ILLEGAL FISHING MELALUI PENDEKATAN PROGRAM JALUR (JELAJAH RIAU UNTUK RAKYAT)

The prevalence of illegal fishing practices in the waters of Riau Province, particularly in the Malacca Strait area, such as in Bengkalis and Rohil, has resulted in damage to the marine ecosystem and disrupted the livelihoods of traditional fishermen. The purpose of this study is to analyze the efforts of the Riau Regional Police's Water Police Directorate in preventing illegal fishing through the JALUR (Jelajah Riau untuk Rakyat or Riau Exploration for the People) Program, focusing on the types of activities, obstacles, and effectiveness in reducing cases of illegal fishing. This research uses a qualitative approach with data collection techniques through interviews, observation, and documentation of the Head of Ditpolairud, the leader of the JALUR Program, and members of the Riau Regional Police's Ditpolairud. The results of the study show that illegal fishing is prevented through routine patrols, socialization with fishermen, and strengthening the role of coastal communities through the Sambang Nusa, Peduli Ekonomi Masyarakat, and Cegah Ungkap Tindak Pidana programs. The community responded positively and enthusiastically, despite obstacles such as limited patrol boat facilities and infrastructure, weather conditions, and difficult-to-reach waters. Overall, the incidence of illegal fishing in the operational area of the Riau Provincial Police's Marine Police Unit shows a decreasing trend, reflected in the decreasing frequency of vessels using prohibited fishing gear and the absence of cases in 2024. Therefore, the JALUR Program is considered sufficiently effective as a preventive and collaborative strategy in combating illegal fishing in Riau.
