Implementasi Polisi RW sebagai Praktik Community Policing di Indonesia: Sebuah Systematic Literature Review

Abstract

The shift in the policing paradigm toward community policing has driven the implementation of the RW Police (Polisi RW) Program in Indonesia. This study aims to synthesize the implementation of the RW Police Program as a community policing practice using a Systematic Literature Review (SLR) of 13 journal articles published between 2020 and 2025, identified through Google Scholar using Publish or Perish. The findings indicate that the implementation of the RW Police Program consistently reflects community policing practices through police–community partnerships, community participation, crime prevention, and problem solving, although variations exist in implementation approaches, regional contexts, and the innovations adopted. The implementation of the program is supported by community participation, organizational capacity, and policy innovation, but continues to face challenges related to limited human resources, budget constraints, workload, and governance. In addition to contributing to crime prevention, the RW Police Program strengthens informal social control, conflict mediation, and the maintenance of public security and order. This study concludes that the RW Police Program has become a relatively well-established community policing practice in Indonesia, with its novelty lying more in contextual adaptation than in conceptual development. These findings imply the importance of strengthening institutional capacity, enhancing police–community partnerships, and adapting policies to local characteristics and needs.
