Abstract
In accordance with Article 13 of Law Number 2 of 2002 concerning the Indonesian National Police (Polri), the main duties of the police include maintaining public security and order, enforcing the law, and providing protection, guidance, and services to the community. To support these core functions, operational vehicles are designed to provide high mobility, speed, and durability across various terrains. These vehicles are equipped with supporting devices such as sirens, rotator lights, and advanced communication systems to facilitate patrol operations, escorts, pursuits, disaster response, and riot control. Functionally, patrol vehicles are utilized by the Community Development Unit (Binmas) for community visits, counseling, mediation, and cooperation activities, and by the Public Order Unit (Samapta) for patrols, security, rapid response, and crowd control. Beyond their operational role, these vehicles also serve as symbols of state authority and institutional presence, with distinctive designs that reinforce the image and legitimacy of the police. This study aims to analyze the effectiveness, efficiency, and challenges in the use of operational vehicles, focusing on their physical condition, types and functions, reliability, and equipment adequacy within the Binmas and Samapta functions at regional units. The research employs a mixed-methods approach involving questionnaires, in-depth interviews, and field observations, with data collected from 3,320 respondents across ten regional police departments (Polda). The findings indicate physical damage in several vehicles, mismatches between vehicle types and regional geographical characteristics, and the need for quality enhancement and better vehicle suitability to optimally support Polri’s operational performance.
